Complaints

All complaints must be submitted to the Complaint Handling Committee of the Hong Kong Schools Music and Speech Association by the member that entered the competitor(s) to the respective Festival following the procedure below:

  1. Apart from students attending universities and post-secondary institutes, complaints must be made in writing and submitted to the Complaint Handling Committee of the Association by the member that entered the competitor(s) to the Festival and reach the Association no later than 10 January 2017 (for the Speech Festival) and 18 April 2017 (for the Music Festival).
    If the member is a School Member, the submission must:|
          (i)  bear the signature of the school principal or the responsible teacher;
          (ii) bear the school chop; and
          (iii)include the membership number and correspondence address of the school
          If the member is an Associate Member, the submission must:
          (i)  bear the signature of the member; and
          (ii) include the membership number and correspondence address of the member.
          If students attending universities and post-secondary institutes would like to give
          comments, the submission must include:
          (i)  the reference number; and
          (ii) correspondence address.
  2. If a submission is accepted, an initial reply will be sent to the member concerned.  The case will then be forwarded to the Complaint Handling Committee for discussion after the respective Festival.  The member will be notified of the result in writing on or before 29 April 2017 (for the Speech Festival) and 31 August 2017 (for the Music Festival).
  3. Once the decision is made by the Complaint Handling Committee, no further submission on the same case will be accepted.
  4. The Complaint Handling Committee, which is accountable to the Executive Committee of the Hong Kong Schools Music and Speech Association, comprises the Chairmen and Vice-Chairmen of the Chinese Speech Sub-Committee, the English Speech Sub-Committee and the Music Sub-Committee of the Association, and an independent speech or music expert from an academic institution or a representative of a professional body.
  5. No reply will be given to written submissions that fail to meet the aforesaid requirements.
  6. No telephone replies will be made.
